Measures with Flashlights

Hi All!

I just saw a special measure in an internet example and I would like to know how to implement such a measure.

The measure has a flashlight beside its description and contains three parts - Value, Goal and Status. If I put the three into a table the status shows me with green, red and yellow flashlights if I have reached my goals or not.

How can i implement that?
