Measure with start date and end date

I have a SCD type 2 Device dimension (the historization is on the geography attribute)
I have an association fact table which contain the association between Devices and Nodes. The association is also historized with AssociationStartDate
and AssociationEndDate.

Is there a way (Measure) to get for a given date and a given Geography the number of Device and the number of associated Node.

Bellow is th model :

Thank you for your reply,
The problem is that my fact table doesn't have a single date transaction but a start date and end date.
