Measure with ALL

Leasie_7 One question, what is the formula for "Total Resolved RCA" measure?
The main Total Resolved RCA measure is
Total Resolved RCA = COUNTA('RESOLVED'[Number])
The measure that I would expect to work with allowing filtering on outcome still is:
Total Resolved RCA (Ignore Level 2) = CALCULATE([Total Resolved RCA],all(RESOLVED[Level 2]))
