Measure to show the date when a Value has changed

I have a dataset, simplified version below, what I have been asked to provide a tile which highlights when Data has been changed  and also the TO and FROM values ?

 

Example on data below would show 

03/09/2021 Changed from 8400 to 8500

05/09/2021 Changed from 8500 to 8400

 

DatePlannedChanged
01/09/20218400NO
02/09/20218400NO
03/09/20218500YES
04/09/20218500NO
05/09/20218400YES
06/09/20218400NO
07/09/20218400NO
08/09/20218400NO

 

Is this possible and any ideas or suggustions would be appreciated?

Create two measures.

 

previous = CALCULATE(SUM('Table'[Planned]),FILTER(ALL('Table'),'Table'[Date] =  EDATE(SELECTEDVALUE('Table'[Date]),-1)))

 

tile = IF(SELECTEDVALUE('Table'[Changed])="YES",MAX('Table'[Date])&" Change From " & [previous] & " To " & SELECTEDVALUE('Table'[Planned]),BLANK())

@Spudduk , Try a new column like

 

new column =
var _max = maxx(filter(Table, [Date] <earlier([date])),[Date])
return
if(maxx(filter(Table, [Date] <earlier([date])),[planned]) <> [Planned] , "No", "Yes")
