I have a dataset, simplified version below, what I have been asked to provide a tile which highlights when Data has been changed and also the TO and FROM values ?
Example on data below would show
03/09/2021 Changed from 8400 to 8500
05/09/2021 Changed from 8500 to 8400
Date | Planned | Changed |
01/09/2021 | 8400 | NO |
02/09/2021 | 8400 | NO |
03/09/2021 | 8500 | YES |
04/09/2021 | 8500 | NO |
05/09/2021 | 8400 | YES |
06/09/2021 | 8400 | NO |
07/09/2021 | 8400 | NO |
08/09/2021 | 8400 | NO |
Is this possible and any ideas or suggustions would be appreciated?

Create two measures.
previous = CALCULATE(SUM('Table'[Planned]),FILTER(ALL('Table'),'Table'[Date] = EDATE(SELECTEDVALUE('Table'[Date]),-1)))
tile = IF(SELECTEDVALUE('Table'[Changed])="YES",MAX('Table'[Date])&" Change From " & [previous] & " To " & SELECTEDVALUE('Table'[Planned]),BLANK())
