    You can try measure as:

    Measure 2 = 
IF(
    HASONEVALUE('DOS Target'[DOS Target Value] ),
    IF(('DOS Target'[DOS Target Value] - [MIN DOS]) * [MAX Daily Forecast (Cases)] < 0, 0, ('DOS Target'[DOS Target Value] - [MIN DOS]) * [MAX Daily Forecast (Cases)]),
    IF(

        SUM(TOTAL),

        )
