Measure not responding to a slicer

Hello,

I created this measure to return my earliest contract effective date:

OverallStartingDate =

CALCULATE(

    min('CONTRACT'[EFFECTIVE_DATE]), REMOVEFILTERS()

)

The measure does return the earliest effective date like I want it to, but when I adjust the date range slicer on my report the measure (OverallStartingDate) ignores the slicer's range.

When slicer range is changed, I want OverallStartingDate to re-evaluate based on the contracts with effective dates in that range rather than return the overall starting date of contracts not included in the range.

I tried deleting "REMOVEFILTERS()", but this returns the effective date of each individual contract; I need the earliest overall effective date within the slicer range to appear on each row.
