Measure for KPI

I have a requirement where i need to show the value of Target when all SU is selected and then filter the target value by SU. that is for january if all SU is selected then the target should be 94.4...
Need Help

Not sure, to you need Avg Target Try

averagex(allselected(Table),Sum(Table[Target]))

    Maybe you could try like this:

    Measure =
VAR SBU =
    ALLSELECTED ( 'Table 2'[SBU] )
VAR CountSelectedValue =
    COUNTROWS ( SBU )
VAR Target =
    CALCULATE ( SUM ( 'Table'[Target] ), FILTER ( 'Table', 'Table'[SBU] IN SBU ) )
VAR Default =
    CALCULATE ( SUM ( 'Table'[Target] ), 'Table'[SBU] = BLANK () )
RETURN
    IF ( CountSelectedValue = 12, Default, Target )
