Measure doesn't exclude rows with null values

Not sure of this is just a rudimentry question, but I am new to Power BI. I have a simple measure that creates a sum of all rows tagged as actuals.

 

I sill get projects ID even though there are no actuals for the project. How can I get rid of these null values?

one would need to understand a little more around your data model to answer, what tables do you have, is it one or more, and are you able to show or provide some sample, data can't see the problem with what you have provided, are you only bringing rows back that are  = "actuals" or does that bring back a whole table that includes blank values back?
