Measure based on column - all entries before end of month value

Hi all,

Looking for a measure which can be calculated based on total before end of month date in a matrix. In excel i use a simple countif - see below

In powerbi im not sure how to get a similar column as in Excel with Countif based on the full periods before end of each month row. So for Monthyear 2022-07 i would need a total count for all entries before 2022-07-31

Does anyone know the answer?
