Measure Calculation to find max value for commentary

Good afternoon,

I am trying to create a commentary measure based on the below for identifing the category with the highest value; so in the below example 270 and then returnning the category that it belongs to; so 241 - 300, the end result should like something like: 

"The largest category is 241-300"

 Hopefully this makes sense?
