Matrix with row depending one each other

Hi everyone,

I am new here and need help to implement a table like the following image. It reguards revenues current year, past year and budget.

How can it be implemented in a PBI matrix? The row structure in particular seems tricky to me.

@LBoto . Use option Switch Values to row/Show  values on rows in matrix visual, with Noting on row and Structure on the column

Where exactly do I find the "Switch Values to row/Show  values" option? I can't find it in the format panel.
