I think you can try to create this measure to filter your visual in your tooltip page.
Filter = VAR _C1 = SELECTEDVALUE ( Classification[Classification] ) VAR _C2 = SELECTEDVALUE ( Classification_dup[Classification] ) VAR _VALUES = CALCULATETABLE ( VALUES ( Data[IdPerson] ), FILTER ( ALL ( Data ), Data[Classification] = _C2 ) ) RETURN IF ( _C1 = _C2, 0, IF ( MAX ( Data[IdPerson] ) IN _VALUES, 1, 0 ) )Here I create a table visual by 'Data'[IdPerson] and keep all filters from 'Classification'[Classification].
Add this measure into visual level filter and set it to show items when value = 1.
Result is as below.

Matrix visuals do not support custom tooltips. If this is important to you please consider voting for an existing idea or raising a new one at https://ideas.powerbi.com
