I know that, but it does not meet the client's requirements. The client wants to see the report as it is in excel with two headers (Region and fiscal year under the region).
For this requirement to export as it is in the excel, you should design it on Power BI Paginated Reports.

I don't think that's possible but you can check this option as well(highlighted in the screenshot):
