Matrix table conditional format based on row and column fields not values

Create Conditional Formatting DAX Measure -

Apply Conditional Formatting
In Visualizations pane go to Values - dropdown - Conditional formatting - Background color

Select :
Format by: Field value
Based on field: MatrixCellColor
