Matrix table _ Stepped Layout option is not available under Row headers

Hi,
In the latest version of the Power Bi desktop. I tried to create a matrix visual.. 

I have added multiple columns in rows and added a year in columns and values added. 

i tried to turn of the stepped layout so that i can get the all row headers in a view. But i can see only 
=/- - Turn off/Turn on

i cant stepped layout option in Format pane. 

can some one help me to locate the stepped layout. 

version of power Bi is May 2024
