Matrix subtotals show wrong percentage

Hi, I have a matrix that pulls across a % column. However when I add an additional field into the Rows (to create subgroups) the %'s are summed rather than worked out as a % of the sub-totals and I'm not sure how to change this? Have attached a excel version of what I'm getting vs what I'm after

Please create the following measure:

ACT/FOR = SUM('Table'[ACTUAL])/SUM('Table'[FORECAST])
