Matrix sub total is not adding up properly

Anonymous , this is % so should not add up.

Make sure you formula should be like 

measure = divide(sum(Table[Value]), sum(Table[Value2]))

if you want some or change the way avg work

sumx(summarize(Table, Table[Project],"_1",[Measure]),[_1])

If this is a not a measure, then it looks like you are using Average aggregation, so it is going to average at the subtotal level as well.
