I have a matrix set up to show hours of downtime planned in a year. For some reason I cannot get the hours to sum correctly. Any idea why this is.

It has to do with the way your measure is written and the evaluation context for the totals row and column. Take a look at this article, it talks about how to get the totals you are expecting.
