I have what I think is a simple matrix. Looks like this:

I want to see only allocations less than 1. In other words, I want to see only the sum of Allocations for each Team Member/Month combination that is less than 1. However, when I apply this filter:
I see this:
What's missing from the results are values less than 1 but with a row total greater than 1. It's filtering based on the row total instead of the individual column values.
What gives? And how can I filter based on the column values?
