Hmm... Thanks for the answer, but i think that is not possible: Rows, Columns and Values contents are draggable, but the Filters section's contents are not :\

Currently, the exclude option works as a visual level filter, and I don't think there is an option to extend this to be page/report level filter.
Here is a similar idea shared on Power BI Ideas forum. You can vote it up and add your comments there to improve Power BI on this feature. :smileyhappy:
