Matrix drill and filter

Hi,

I have a problem where I have one report with matrix visual , hierachy as rows and some measures as values. While I am driglling this matrix using drill optin ( not expand ) I have another visual with the same measue on its not being filtered while this drilling. 

But when uncheck this arrow and click any category from hierachy its filtering other visuals then. 

As I have checked with different report it should also work as filter while drilling matrix but in this particular report it is not working .

What may cause this issue ?
