    Color Code = 
VAR AvgOfAll = Calculate(AVERAGE(table[value]),all(table))
Var Avg = Average(table[value])
RETURN SWITCH(TRUE,
              Avg/AvgOfAll >= 10, "Red",
              Avg/AvgOfAll >= 5 , "Amber","")

    Use this measure in the conditional formatting.
