Thanks for your response. Below you can find a link with the sample data as well as the measures that I'm using:

Sample Data

 

Leave Hours & Vacations = if([Leaves - V]<>"V" ,[OTL Hrs Sum],'HR Leaves'[Leaves - V] )

Leaves - V = CALCULATE(if([Leave Without Weekends In Days]>=1,"V",[OTL Hrs Sum]),USERELATIONSHIP('HR Leaves'[Vacation Date],'Calendar'[Date]))

    try this as quick and dirty solution.

     

    Leaves - V = CALCULATE(if([Leave Without Weekends In Days]>=1 && [OTL Hrs Sum] = 0 ,"V",[OTL Hrs Sum]),USERELATIONSHIP('HR Leaves'[Vacation Date],'Calendar'[Date]))
