Matrix- Giving colour to empty rows

I have given seperate color for each month based on a&nbsp; measure,now I need color for the empty rows as well.&nbsp;

sshiny , You have to create measure +0 and use that in conditional formatting. Usually conditional formatting is not successful with blank values
