Matrix Expand All always

Dear community,   Is there any possibility to have the matrix ALWAYS EXPENDED ALL even if there is no data?   Thank you!

It's not what the user asked...  He asked if it can be all expanded by default... so the users don't struggle to find the hidden expand button.
