Matrix Conditional Formatting not showing correctly on sliced data.

I have a task with % complete and Location data.  When I pull this data in a matrix with Task Name as rows and Location as colums to display % values, the rollup does not display the correct conditional icon.

Ex:  North Carolina has 4 tasks with 0%.  With no slicers selected, matrix dispalys the correct icon for 0% but when I pick North Carolina, the % values displays correctly but the icon displays green instead of red.
