Matix with dynamic rows, column and value selection

For swithching columns in Matrix, you could reference the links to have a try.

Power BI - Dynamic Columns in a Table
Currently, it is not supported to drag measures into Row field. So we can't change them directly. You could reference the blog to use Bookmarks or pivot table to have a try.

Seems like you are trying to complicate the things, Power BI is a self service tool, just connect the PBI Desktop file with your data model & let user drag & drop columns into rows & columns.
Nothing to worry about, only expose selected columns.

I have to finally publish this report to Power BI online. Users are not using desktop version....also this is part of a migration project from Tableau so my goal is not to take away any functionality they used to have in Tableau.
