If your organization allows certified custom visuals, you might also consider our “Maps” visual. It essentially extends the built‑in Shape Map: polygons, points and routes can all be shown in one layered map, fully responsive to slicers and measures. You can color administrative regions by any measure while simultaneously placing landmarks via lat/long. The visual is free to use in Power BI Desktop, so you can test the full functionality without a license.
