Map with Lasso Tool

Does anyone know if there is a map that exists in Power BI that has a lasso tool? 

 

What I'm trying to do is draw custom territories for stores across the US based on condensed store clusters. 

So they might be all in one city, they might be in multiple cities, or even multiple states. 

 

Here's a map to give an idea of the clusters. I need to be able to circle a cluster, and have it pull all the stores in the selected area. 

Is this possible?

    You can use custom visual 'MapBox'.

        Anonymous could you explain to us how you managed to solve this issue? I'm facing the same problem.
