If I were wanting to create a map in Power BI with CA House/Senate districts highlighted, how would I go about starting to do that. Is Power BI perhaps not the best tool for this?

Hi. The question is not clear. In Power Bi you can draw dots, delimited areas, heatmaps, etc. You have bing maps by default, ESRI with arcgis technology and custom visualization maps to acomplish this kind of requirements.
In order to draw in map, visualization usually requires latitude/longitude, location, zip code, etc. If you have that data you will be able to do some great maps on Power Bi.
