Map With custom Layer (free option)

is there any free option to combine map location (my city) with a custom layer?

Hey,

you can try the Shape Map visual (you have to enable in the Preview Features) and you can also use the Map Box visual. You can create a free Mapbox account and create a tileset that can be used in Power BI (https://docs.mapbox.com/help/tutorials/power-bi-choropleth-map/). Please be aware that you shape needs to be public if you want no extra costs.
