While I understand that the overall limit of the map visuals is 3,500... yet for some reason, when I add data using Lat-Lon it won't show all my points when I go up to 250 data points while using the size component to the visualization. Once I slice the visual down to regions, more of the data points show up in that region than what was showing in the region before I made the slice and simply zoomed in.
It appears that I do not have this same limitation when I do not use the size component of the visualization, however, it is very useful to have the differing size bubble visuals.
Any ideas for troubleshooting this?

When I added value to the size field, I was being limited to some number less than 250 (not sure the exact limitation because I didn't take the time to count each individual bubble but it clearly wasn't my full population of 250). But yes, you're correct, when I didn't include the value in the size field, I wasn't being limited.
Changing bubble size didn't end up helping my issue. What did help was keeping the size field but getting rid of the legend (this resulted in all bubbles being the same color but should be okay for purpose of this visual). So it was a combination of having Lat, Long, Size, and Legend all populated with fields that was causing the limitation for me. If you think of any other solutions, that would be great because based on your screenshot, it looks like others aren't having the same issue.

Is your issue that when you add values into size field in map visual, you will get number limitation of bubbles to 250,
and if you don't show bubbles in different size, there isn't a number limitation of bubbles?
You can try to set the bubble size in visual formatting.
