Many to many

Dear all

 

I have two tables contain two similar columns but one of them is for 2018 and the other is for 2019, how I can unify them,

kindly note that I have a date column in both (Day, Month, Quarter and Year), also there is a location column in both but the relation is 'many to many' , and 2019 is a reference from 2018 so I couldn't append them as well !!
