Make stacked charts equal height

This is my data:

And here how two stacked charts look like:

But I want them to look like this:

Where both charts have the same height regardless of data. Any idea?

Also, how can I make Alerts always shown on the top?

    You can set the "Range" section in Y-axis

      Yolo Zhu. If I turn Y axis on then the chart looks like this:

      I think I misrepresented my problem a little. My original message shows two independent charts, not one chart with two columns.
