I think the problem may come from ArcGIS. There are time settings there, but only if the data is in a layer. My guess is that some default settings are coming through that can't be changed in Power BI. A pity because I like that visualisation.
Is it possible to share the pbix file with just few rows like 2. It will be quick fix. even you can delete other tables.

Unfortunately not. The ArcGIS map comes from an internal server that you don't have access to. I don't think there's a way to include it it in a pbix file.
