A scatter chart requires each axis to be numeric. You can't put text fields on the axis (unless you want to count them, which is what it's doing). You might want to look at a different type of visual, such as a matrix, depending on what your end-goal is.

It's not an old thread as it is still actively being posted to; 4 hours ago and last month for example, by you Leo. Also, when creating dashboards everyone gets tired of looking at the same style graphs and it's important to vary it up with other styles. I have worked with numerous reporting tools and they have all been able to use scatter in this fashion; as seen below.
