Looking to Add a Pop-Up

Hello!

I have a report that refreshes new orders every hour and they will populate in a table. Some hours though there are no new orders that show so the table is blank. I am trying to figure out a way to add some sort of "pop-up" or overlay that will show to visualize no new orders but that only appears when the table is blank. Something like this:

Does anyone have any recommendations to get started with this? I've been messing with layering but haven't quite figured out how to make it work. Thanks in advance!

You can create a pop up on similar lines to this one below:

For the condition may be you can count no. of rows and when rows = 0, pop-up the message.

Thanks, that was helpful. How would I be able to set that condition to make the pop-up hands off? Do I still use a button?
