Local meaures on report with shared dataset

Hi , is there anyway to organise locally where measures are created. The central model has measure tables and folders. Can more be created locally? How can we easily identify local measures? Also if a local measure was needed to be shared, how would be transfer it to the central model. Just type it in again? Would then a local measure called # Calls cause problems is the central model had a measure called # Calls added. Hopefully that makes sense and someone has a good solution they use.
