Live Connect in Power BI Service to Desktop

I keep geeting the error "live connect in power bi service isn't available" when trying to create a new desktop report from a power bi service semantic model. I have enabled all of the admin permissions in power bi service and desktop and I am the admin of the workspace and the original semantic model but I still can't connect to this semantic model. All of the resources I am finding are 2-3 years old so any recent insight here would be apreciated.
