Sadly there is no way currently to swap bookmarks with slicers.

The closest as you have already sussed is using a Bookmark navigator or seperate buttons.

I have done similar to yourself in the past.

I had a slicer with clear boxes on top of the slicer boxes.

When the use click the button it would swap to a bookmark that had that cell selected in the slicer.

    Hi Anonymous ,
As SamWiseOwl  said, the current power bi doesn't support the option to control the display of bookmarks via slicer, you can do that by using buttons to bind your bookmarks to them.
    Create 2 buttons and bookmarks

    Bind the button with bookmark

Create buttons in Power BI reports - Power BI | Microsoft Learn

    Best regards,
