Line Values not consistent with graph

Anonymous sorry your question is not very clear. can you share sample data and expected result and what you would like to see on the visual.
I would like to see the target line (budget) be shown as 0.539 on left axis. But only column values are correlated to left axis. Line values are correlated to right axis, which is what I am trying to figure out... how to make the value consistent to where the visual look accurate.
