    callenbkd good solution from gmsamborn but to avoid flat line for actual, use following measure:

     

    Actual YTD = 
    CALCULATE(
        [Actual],
        DATESYTD ( 
            CALCULATETABLE ( VALUES ( 'Date'[Date] ),  'Date'[MonthNo] <= MAX( 'Month'[Month] ) ) 
         )
