Limit Exporting Underlying Data

I'm sorry that the previous suggestions didn't meet your expectations, here are some of my other suggestions that I hope will help you:
1. You can consider making the report and dashboard into apps, and restrict different users from accessing and going to the exported data by setting different audience groups for the apps.
2. Set Export data in settings option in power BI desktop.like this:

Thank you, though I think I am looking for a different solution. Specifically, when an end user exports underlying data - I am looking to only allow them to see a subset of columns - not the ENTIRE dataset.
