Limit Exporting Underlying Data

I'm sorry that the previous suggestions didn't meet your expectations, here are some of my other suggestions that I hope will help you:
1. You can consider making the report and dashboard into apps, and restrict different users from accessing and going to the exported data by setting different audience groups for the apps.
2. Set Export data in settings option in power BI desktop.like this:

You could try setting up RLS in the report, which sets data access restrictions directly on the dataset used by the report. By implementing RLS, you can ensure that users only see data that is relevant to them, even if they export the underlying data. This doesn't limit the export functionality itself, but rather controls what data is visible to the user.
