I'm not sure if this is even possible, I want to create a drill-through action that only allows for certain rows.
Basically we have a list of projects on a page underneath their respective programmes (all coming from the same column so I may need to filter/split this somehow) - and I want to create a Programme drill-through page so when I click the programmes the action button lights up for me to drill-through but this does not happen when I click the project names on that page.
Not sure if it's possible to limit/restrict a drill-through action in this way? Basically I don't want it to display the option to drill-through to a programme page for projects as it will be confusing for the user.

Unfortunetly No. You cant just ingore the drill through on few parts of your data and just want to apply drill thorugh only on specific values of data.
Beacuse if you are adding column to drill through page it auto applies for entire data not for specific part of column.
Instead of button try with default option of table drill through when you right click on the cell.. no need to display action button for drill through feature.

And I would like to share some additional solutions below
According to the Power BI official website, the data drill-down requires that the data field has a hierarchical structure, and the drill-down function is for all the data in a certain field (e.g., the drill-down field is "Country>City>Township"), then you can't individually set a certain city's part of the townships can't be drilled down to because as long as the field As long as the field satisfies the drill-down effect, the system will automatically show the drill-down function button (for all the data in the field, not part of it).
And after my tests and discussions with the rest of the team, this is not feasible!
Unfortunately, you can't set up drilldowns for only a portion of the data in a drillable field.
I would suggest you to separate the sensitive data that you don't want to set drilldown on from the rest of the non-sensitive data (if it's feasible and necessary for your needs), and to turn off the drilldown for the visual that displays the non-sensitive data.
If you want to try my suggestion, please make a backup of your current reports to avoid data loss.
