Sure, you could do that. You would need to update the DAX measure to something like below:
New Measure =
VAR _actualvalue = [Current Measure]
VAR _result = IF( _actualvalue > 1 , 1 , _actualvalue )
RETURN
_result
Then set this as a Dynamic measure so you can use custom string formatting to format the data label / tooltip for "100% +" value

You can try something like this. Create a new Measure using IF or SWITCH:
YourMeasure_Display = IF( [Your Measure] < 1,[Your Measure], 1 )
Then use this new Measure in your Visual.
In the Tooltip you can then use [Your Measure] to display the true or actual result.
