    Hi， ebrodie 

    Currently, in order to view shared content in Power BI, viewers need subscriptions with PowerBI Pro or the development team has assigned premium capacity to the workspace where the report is located.

    If there are no data security considerations, the development team can try publish to web' or  Export a report to PowerPoint to share report content.

Hi, ebrodie 

As a creator, you only need the free Desktop app and a free Power BI license to publish to your My Workspace in the Power BI service for your own use. A paid Power BI Pro or PPU license is required to share content in Workspace with others.

As a consumer, you cannot see content in other people's My Workspace unless the owners decide to share. To see shared  Workspace content requires a paid license.
