Legend as data label - stacked bar chart

I was unable to get clear answer hence posting again:

 In the stacked bar chart is there any way to put legend as data label, like in place of 100, India (or 100, India both).

I understand it can be done with tooltips, but I want it as data label itself, if any other custom visual supports this?

If it is possible with charticular , someone please help with that?
