Layered Map in Sep 2019 version

Hi there,

 

Hope someone can help me out with a layered map in Sep 2019 version. Below is an example of the map I need to create, which I can do in 2020 version using ArcGIS map. But, I have a requirement to create this in Sep 2019 Power BI desktop version for my class project. 

I can do a regular bing map, but, I can't seems to do the colored layer showing the divisions of the city.

Any help or direction would be much appreciated. Thanks!

    AllisonKennedy Thanks for the response. Our project client has a constraint hence the version issue. Conditional formatting is not going to help with creating the choropleth map.

    Anonymous  I can't remember exactly Sep 2019 version - why can't you use latest version for class? 

     

    Anyway, I think it was possible using conditional formatting on the filled map? Conditional formatting was harder to find - you had to hover around the 'Data Colors' area of the format pane to find it. Send screen shots of visual format if you can't find it and I can draw arrows.

     

    Not sure you'll be able to get the pie charts and city shading... keep us posted.

     

    Are you allowed to use custom visuals? that might be another option...
